Keith Holmes an 81 year old registered sex offender was arrested Saturday after trying to kidnap a 12 year old girl. Holmes is being held on $1 million bail on charges of attempted kidnapping of a child under 14 years old. Holmes tried to lure the girl into his vehicle when he saw her walking alone in Palmdale California.
The statement says the girl was walking as her parents watched from a distance Saturday when Holmes pulled up and asked if she wanted a ride, and stayed next to her after she refused. He sped away as the mother confronted him, but she got his license number, and he was later arrested. Deputies say they found evidence in Holmes’s vehicle showing an intent to kidnap, but would not elaborate.

The mother of the girl was able to get the description of Holmes and his when he stopped at a red light a short distance from where she confronted him, and he sped away from. A short time later Palmdale Deputy J. Bisantz found Holmes’ vehicle and pulled him over. Officials say that he is likely to be arraigned on charges Tuesday in Los Angeles Superior Court.
Holmes is a registered sex offender who police say has been arrested and convicted for annoying or molesting a child twice since December 2009. He was on probation for those convictions when he was arrested Saturday. A 2002 study by the United States Department of Justice indicated that recidivism rates among sex offenders was 5.3%; that is, about 1 in 19 of released sex offenders were later arrested for another sex crime. The same study mentioned that 68% of released non-sex offenders were rearrested for any crime (both sex and non-sex offenses), while 43% of the released sex offenders were rearrested for any crime (and 24% reconvicted).
